Breeding Mills Rating Methodology

Breeding Mills Rating Methodology

Published scoring rules, evidence standards, and versioning notes for the Breeding-Mill Policy Accountability Index used on the Breeding Mills Policy & Legislation page.

This methodology publishes the site’s own rubric for comparing how strongly a jurisdiction’s laws constrain the commercial breeding pipeline. It is designed to make the scoring reproducible, readable, and easy to question rather than hiding judgments behind an unexplained number.

Read the methodology together with the Policy & Legislation page. The methodology explains the scoring rules; the policy page shows the selected jurisdiction, the scorecard’s public status, and any tracked official-source legislative activity currently published.

What this page covers

Published scoring rules: the disclosed index, scale definitions, weighting rule, and tier bands used on the Breeding Mills Policy & Legislation page.

Evidence standards: what sources count, how uncertainty is handled, and why unverified criteria remain unverified instead of being inferred.

Versioning and score interpretability: how methodology changes stay visible so published scorecards remain interpretable over time.

Breeding-Mill Policy Accountability Index v1.0

This index rates how strongly a jurisdiction’s laws and policy tools disrupt the commercial breeding pipeline on paper. It measures structural policy coverage, not whether every breeder or seller complies in practice.

Scoring rules

Each dimension is normalized as (points earned ÷ points possible) × 100, and the overall index is the mean of the published dimension scores.

Equal weighting across the seven published dimensions.

Changelog: Initial public breeding-mills methodology published with seven dimensions and equal weighting.

0 · Absent or unverified

No official-source confirmation in the evaluated corpus, or the criterion is not present.

1 · Partial

The law or policy text partially addresses the criterion, or it does so in a limited way.

2 · Strong / explicit

The law or policy text directly and explicitly satisfies the criterion in a strong form.

Each dimension below is scored on this same 0–2 scale, criterion by criterion.

Illustrative only — no jurisdiction is scored yet

Worked example: reading one criterion across the scale

Because the matching Breeding Mills Policy & Legislation page does not yet publish a reviewed jurisdiction scorecard, this example is generic and non-attributed. It shows how the same criterion can land at 2, 1, or 0 without presenting any jurisdiction as scored.

2 · Strong / explicit

Official legal text directly satisfies the criterion in a strong form, such as an explicit retail-sales restriction or licensing requirement tied to the commercial breeding pipeline.

1 · Partial

Official legal text addresses the criterion in a limited way, but the coverage is narrower than the criterion asks the scorer to confirm.

0 · Absent or unverified

No official-source legal text in the reviewed corpus confirms the criterion, so the criterion stays unverified rather than inferred.

Seven dimensions

Retail pet sales and broker restrictions

Strong coverage restricts pet-store and third-party broker sales and ties sourcing limits to commercial breeding pipelines.

  • Restrictions on pet-store sales of commercially bred animals
  • Restrictions on third-party broker sales
  • Sourcing limitations tied to commercial breeding pipelines

Breeder licensing and facility standards

Strong coverage requires breeder licensing or registration, sets facility and care standards, and reaches commercial-scale operations.

  • Breeder licensing or registration requirements
  • Facility, housing, sanitation, and care standards
  • Thresholds that meaningfully reach commercial-scale operations

Inspection, recordkeeping, and disclosure

Strong coverage provides inspection authority, recordkeeping duties, and public visibility into sourcing, inspection outcomes, or license status.

  • Inspection authority and cadence
  • Breeder or seller recordkeeping requirements
  • Public disclosure of breeder identity, sourcing, inspection outcomes, or license status

Animal care, breeding frequency, and veterinary oversight

Strong coverage addresses breeding frequency, veterinary care, and welfare protections for puppies, kittens, pregnant animals, or parent animals.

  • Limits on breeding frequency or minimum recovery periods where applicable
  • Veterinary-care and treatment standards
  • Protections tied to puppies, kittens, pregnant animals, or parent-animal welfare

Transport, sourcing, and transfer controls

Strong coverage sets transport conditions, sourcing documentation, and transfer controls that reduce opacity across breeding, broker, and store channels.

  • Transport-condition requirements
  • Sourcing documentation or chain-of-custody rules
  • Transfer restrictions that reduce mill-to-broker-to-store opacity

Consumer protection and purchaser remedies

Strong coverage requires purchaser disclosures, remedy pathways, and misrepresentation rules tied to animal origin or health status.

  • Disclosure requirements to purchasers
  • Refund, reimbursement, or veterinary-expense remedies
  • Misrepresentation or fraud rules tied to animal origin or health status

Enforcement, seizure, and post-violation sanctions

Strong coverage gives agencies investigation and enforcement authority, penalty tools, and seizure, suspension, closure, or license-revocation options.

  • Agency authority to investigate and enforce
  • Penalty structure
  • Seizure, suspension, closure, or license-revocation tools for noncompliant operations

Tier bands

Comprehensive · 80-100

Broad, explicit statutory or policy coverage across most published dimensions.

Strong · 60-79

Meaningful coverage with identifiable gaps, limits, or unverified areas.

Moderate · 40-59

Mixed coverage with several meaningful gaps or narrow protections.

Limited · 20-39

Only limited structural coverage across the published dimensions.

Minimal · 0-19

Little confirmed structural coverage in the published rubric.

Evidence basis for scoring

Each criterion is scored from official-source legal text such as statutes, regulations, or agency records, with the citing section shown on a published scorecard.

Uncertainty lowers the confirmed score

Unverified criteria remain 0 instead of being inferred, and the score reflects law on paper rather than enforcement in practice.

Versioned for later interpretation

The methodology version, last-updated date, and changelog stay visible so scorecards produced under this rubric remain interpretable after later updates.
